ILE and ILR UK

Mrs. S is a citizen of Australia and came to the UK in 1999. She has an ILE in her old passport but she has never applied for an ILR or citizenship. Her new employer is now asking for proof of her permission to work and the old Vignette on her passport containing an ILE does not satisfy them. What can she do now? Can she transfer her ILE to ILR?
